External observation is quite simply someone from outside your district coming in to use the Effectiveness Project© Model to gather data on your educators. External evaluators have the advantage of not knowing the evaluated individuals and are less likely to have any bias when it comes to gathering or scoring data on educators. Using an external evaluator can also allow your building principals to provide more of a coaching and supervisory role with educators as opposed to the traditional evaluative role.
